Parker's extensive background in the north includes work with the Federal Aviation Administration, the Federal Field Committee for Development Planning in Alaska, the University of Alaska and the Anchorage Chapter of the Alaska Conservation Society.

He formed the Department of Transportation in Alaska, the Pacific Oil and Ports Group and was a U.S. Delegate to the Third Law of the Sea Conference 1974-80.

Parker is an active board member on the Alaska Forum for Environmental Responsibility and chairs the Bering Sea Forum, the Circumpolar Infrastructure Task Force for the Arctic Council and the Northern Forum. He co-chairs the Russian American Pacific Partnership and is a senior fellow at the Institute of the North. He also serves on the boards of the Prince William Sound Science Center, the Oil Spill Recovery Institute and the North Pacific Research Board.
